Paris, de L'Imprimerie du Cabinet du Roi (the Printing Office of the King's Cabinet), M.DCC.LXXXI (1781).

Hardcovers, marbled paper covered boards, 8x10 inches. Pagination, 2 blank leaves, title-page, [2] table-of-contents, 116 pages. Contains TWO COLOR FOLD-OPEN MAPS of FRANCE showing various tax districts. One is a gabelle map (a tax on salt) and the other titled Carte Des Traites. They are quite lovely, each suitable for framing imho. There is also a large fold open table. The two maps are often missing in copies of this book.

FAIR condition, the covers are well worn, with scrapes, chipping, rubs, etc. Internally, the inner hinge is split, separating, and shaky,

but the pages remain bound with the three cord bindings; the front pastedown has a French paper company notice pasted on it; the blank front endpapers have tears and pieces missing at the corners, and a previous owner's name and inscription in French: "Stephen Bates / mil huit cent et onze / Juni vingt huit (June 28, 1811)", the table-of-contents leaf is torn at the bottom affecting the bottom couple of lines, the fold-open table at the rear has a few inch closed tear; there is some foxing throughout; but the pages overall are bright, clean, clear and fully legible.

The Compte Rendu Au Roi is one of the most important documents relating to the finances of pre-revolutionary France. It is the work of Mr. Jacques Necker, then Minister of Finance for Louis XVI. In the midst of the American War of Independence, and the immense debt France was taking on as a participant in the War, Necker presents in detail the financial situation of France.

About JACQUES NECKER and the COMPTE RENDU AU ROI (from Wikipedia):

******Jacques Necker, b.1732 d.1804, was a Genevan banker and statesman who served as finance minister for Louis XVI. He was a reformer, but his innovations sometimes caused great discontent.

Necker held the finance post between July 1777 and 1781, when in the latter year, he earned widespread recognition for his unprecedented decision to publish the COMPTE RENDU - thus making the country's budget public - a novelty in an absolute monarchy where the state of finances had always been kept a secret. Necker was dismissed within a few months of its publication. By 1788, the inexorable compounding of interest on the national debt brought France to a fiscal crisis and Necker was recalled to royal service. His dismissal once again on 11 July 1789 was a factor in causing the Storming of the Bastille.

By 1781, France was suffering financially, and as director general of the royal treasury he was blamed for the rather high debt accrued from the American Revolution. After Necker had shown Louis XVI his annual financial report, the king tried to keep its contents secret. Necker met the challenge aggressively by making the Compte Rendu Au Roi public. It is his most influential work, and brought him instant fame, Necker summarized governmental income and expenditures to provide the first record of royal finances ever made public. The Account was meant to be an educational piece for the people, and in it, he expressed his desire to create a well-informed, interested populace.******

These volumes are in hand and ready to ship.

    From the Publisher:

******The company archives of England and America are rich repositories of original texts on the subject of governance, a selection of which are published here. Two major issues ripped from the headlines, Japan's prolonged economic slump and the recent Enron debacle in the United States, both point to the importance of corporate governance, the mechanisms that stakeholders use to ensure that their investments are properly used and that any sums owed them for the use of their resources are faithfully calculated and promptly paid in full. Corporate governance seeks, in short, the reduction of the principal agent problem within major business firms. The history of corporate governance, like the history of any subject, can help today's businesses in two ways. First, knowledge of the past can help prevent firms and policymakers from repeating past mistakes. Second, history is also rife with examples of how to do things right. Corporate governance in Britain and the United States in the seventeenth, eighteenth and nineteenth centuries was far from perfect, yet it was also far from being completely flawed. Anglo-American corporate governance, therefore, offers both warnings and lessons. These volumes offer a unique perspective on this fascinating historical topic. We present a comprehensive selection of texts drawn from the archives of corporations in England and America. Many of these texts are very rare and very few have ever been re-published before. Corporate governance is an interdisciplinary subject of interest to scholars of history, economics, business history and law. In short this edition fits into the library collection of any institution concerned with history or finance.******

In addition there are letters from JOHN PAUL, the Director of the UNCF Northern California Campaign, asking William Zellerbach if he would agree to be Chairman of the 1970 campaign, and telling him that it would take little work on his part (i.e. all the form letters would be written and printed for him, needing only his signature), and telling him that his name as Chairman would be of great help. It is clear that William Zellerbach took his position seriously, personalizing some of the appeals, and suggesting names for solicitation. The 1970 Northern California UNCF Campaign goal was $300,000 (equal to approximately $2 million today). The archive contains: (1) 45 SIGNED LETTERS written TO William J. Zellerbach in response to his (as Chairman for 1970) appeal for donations to the United Negro College Fund. Many of these letters are stapled to their envelopes. A few of the letters have handwritten notes on them by Bill Zellerbach. (2) 5 SIGNED typed letters BY William Zellerbach TO John Paul, Director of the UNCF campaign. The letters are Zellerbach's letterhead. They relate to various matters of the campaign. (3) 9 letters, some carbon copies, some original, regarding the recruiting of William Zellerbach to be Chairman of the 1970 campaign, his acceptance the position, and his approval of the form letter to be sent out. (4) A couple draft documents with numerous handwritten notes on them regarding how donations are to be handled ( i.e. accepted, put into the bank, etc.) (5) And some unsigned copies of solicitation letters that had been sent to various executives. All the letters are in generally GOOD condition, showing various signs of handling, but all remain bright and fully legible. A couple of the draft documents concerning the handling of donations were pieced together in strips, they are browned and show glue stains. A wonderful look at the Corporate and Individual Philanthropy in Northern California in 1970. The SIGNATURES of many of the areas Movers and Shakers make this quite a rare artifact. The generosity (and sometimes the amazing lack of it) is quite interesting.
